Demanding that arts organizations comply with illegal and amoral executive orders, currently under challenge in the courts, isn't Orwellian to you? Banning diversity and inclusion? Censoring certain words (including discrimination, diversity, bias, minority, advocacy, and even female)? Banning trans people and their allies from applying for arts funding? Forcing artists to add pro-nationalist propaganda to their projects?
All of these are assaults on freedom, regardless of one's own political views. If you give me examples of previous administrations putting such provisions in place to withhold funding from people who do not share their politics, I welcome you to share them so I can condemn them equally.
