So what? Americans are also exposed to violence at an early age. It's embedded in their culture. Should they all join the army? Hit their wives?
I'm not saying teenagers don't have sex, or shouldn't have sex, or don't want to have sex. They do. Their hormones are going crazy. But they're also still figuring themselves out, and predatory adults will take advantage of that. When you're the one with less power in a relationship, by being significantly younger, or if they're in a position of power (like a teacher, or a famous figure), or they have more money, you aim to please them. That's psychology. You turn yourself in what they want, rather than learning who you are.
I say that as someone who dated a 33-year-old when I was 19. Almost every woman I know has a similar story about being taken advantage of when they were 17/18/19. In your 20s you figure out how messed up that was. I'm 28; I'd never pursue a teenager, even if we had everything in common.
