Unfortunately, moving isn't an option for everybody. People living paycheck to paycheck can't afford to pack up and move--it costs upwards of $1000 to move, not count first and last on an appartment or closing costs on a mortgage. Plus people have jobs and families and support systems... it isn't that simple for most people.
